Papia Debroy is Chief Impact Officer at Opportunity@Work, a leading national organization advancing the shift from degree-based hiring to skills-based workforce systems. Her work focuses on redesigning how employers, governments, and technology platforms recognize talent so that workers skilled through alternative routes (STARs) can access jobs, mobility, and economic security. In her role, Papia stewards Opportunity@Work’s expert-led teams advancing research, data, and technology as well as public and private sector partnerships. 

A Nonresident Senior Fellow at the Brookings Institution, Papia explores how technology, labor markets, and public institutions shape opportunity and economic mobility. She previously served as Research Director at CEB (now Gartner), advising Fortune 1000 companies on organizational management and talent strategies. Her work has been published by the National Bureau of Economic Research and featured in The New York Times, Marketplace, the Federal Reserve, and national policy forums. In addition, she has testified before the U.S. House Committee on Education and the Workforce on building a skills-based economy.
