Blair Corcoran de Castillo

Blair is the Senior VP of Public Sector and Policy at Opportunity@Work, where she leads national and regional strategies to advance STAR mobility through public sector partnerships and policy innovation. Previously, she launched and led the organization’s innovation studio, developing practical solutions to inclusive hiring challenges. With over 15 years of experience at the intersection of strategy and economic mobility, Blair has held leadership roles across the public sector and mission-driven organizations focused on transforming public service delivery, affordable housing, and workforce development. Notable roles include: leading teams at Fannie Mae to advance employee experience and affordable housing innovation; driving hiring and employee experience reforms at the U.S. Office of Personnel Management; and managing a multimillion-dollar federal grant portfolio at the US Department of Health and Human Services working with states, community colleges, workforce centers, and community-based organizations to expand career pathways in healthcare for low-income individuals, including those on Temporary Assistance for Needy Families (TANF).
